Paint's OLE Server is not very good, which is why you see the blurry image. As this is an iBase image, the iBase software is calling out to whatever image application is installed and set to display images using it's OLE Server. The issue itself is iBase rather than Notebook. As such, the default application used to view images is Paint. In Windows Server 2019, the photo viewer has now been removed completely. However, in 2016, you have the option to enable one. In Windows Server 2016, by default there is not a photo viewer in place to use to view pictures. The issue is related specifically to the version of Windows in use.
